ToT r569308. Saw it on ChromeOS, not sure about other platforms.

Repro steps:
1. Open two browser windows, A and B;
2. Type some text in browser window A omnibox;
3. Drag and drop the text from A to B;

Expect:
Omnibox in browser window B gets the text;

Actual:
Omnibox in browser window B stays empty.

Bisected to https://chromium-review.googlesource.com/c/chromium/src/+/1103233

The CL seems causing omnibox to revert the text change after drop.
