Ctrl+Tab does not function properly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:60.0) Gecko/20100101 Firefox/60.0

Steps to reproduce the problem:
1. Press ctrl tab
2. expect to be taken to the last used tab
3. get thrown enexpectedly into the next tab in order it was originally opened 6 months ago

What is the expected behavior?
tabs should be switched in most recently used order like every other browser and user interface in the universe

What went wrong?
I can't really say what went wrong, because this has been raised since 2008 or earlier and is a well known problem for chrome across the entire internet, yet the development team refuses to acknowledge it

Did this work before? No 

Chrome version: 67.0.3396.87 (Official Build) (64-bit) (cohort: Stable)  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 30.0 r0

Please google "chrome tab most recent" and understand that nobodyt wants it to happen in sequential order.

Able to reproduce the issue on chrome reported version 67.0.3396.87 and on latest chrome 69.0.3466.0 using Mac 10.12.6, Ubuntu 14.04 and Windows-10. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.

Still able to reproduce the issue on all OS using chrome latest canary-72.0.3617.0 . Still sequential tab order is displayed instead of last used tab ( most recently used order).Hence adding respective labels.
