OBBS uploads contain duplicate histograms

Issue description

The OBBS bots are uploading invalid data, we shouldn't be seeing duplicate values:

Example:
Duplicate histogram detected: ChromiumPerf/mac-10_13_laptop_high_end-perf/v8.runtime_stats.top_25/benchmark_total_duration
