Reland plugin: the new CL should have status 'WIP', not 'Active'

Active implies that it's ready for review. This is confusing & noisy for reviewers. 

The CL created when clicking on 'Reland' should be 'Work In Progress', and the CL author should then manually mark it as active once it is ready.

Why was this moved to chromium? It seems like this issue will be totally lost here, esp. since there's no component assigned and no owner.

Note also that there was no notification of this move via email, I was pretty surprised that the gerrit bugs were simply gone and not even findable through search.

Reland functionality is not native to Gerrit, and is provided by a plugin. 

I was expecting this bug to go through a normal Chromium triage process of some sort -- here's my best guess for triage.
