A11y: chrome://bookmarks organize bookmarks menu requires double escape to close with NVDA and JAWS

NVDA: 2018.2.1
JAWS 2018

Steps to repro:
# With NVDA or JAWS enabled, Navigate to chrome://bookmarks in Chrome
# Tab to the organize bookmarks button and press enter
# Press escape to close the menu
# Notice that the first escape exits NVDA's focus mode
# Press escape again
# Notice that this time the menu closes

Expected: Menu should close and focus mode should be exited on first escape

Actual: It requires two presses of the escape key

Same is true for the context menu for each individual bookmark

Does not reproduce with ChromeVox; one escape will close the dialog.
