In some websites, overflow-x css property of the body when set to hidden disables *vertical* scrolling

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Open the attached bug.html
2. Try to scroll vertically

What is the expected behavior?
Vertical scroll should be possible

What went wrong?
The vertical scroll is no longer visible. (Note that overflow-x: hidden should clip the horizontal scroll not the vertical scroll)

Did this work before? N/A 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: OS X 10.13.5
Flash Version: 

In the attached bug.html, removing the line overflow-x: hidden either from the html css element or body css element will cause the problem to go away. I have been seeing this issue in quite a number of "readthedocs" pages.

Unable to reproduce the issue on chrome reported version 67.0.3396.87 using Mac 10.13.5 with steps mentioned below:
1) Launched chrome reported version, dragged and dropped the file provided in provided in comment#1
2) Scrolled the page vertically, able to see the scroll without any issues.

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it.

Thanks rahul@ for the report, have you tried to reproduce the issue by scrolling with touchpad or mouse wheel?

I don't have a mouse wheel. However, the issue is reproducible by scrolling with the touchpad.

rahul@  I could not reproduce the issue with the page provided in comment #1.
-How easily is the issue reproducible?
-Do you have any other example URLs?
-Could you please check chrome canary and/or dev to see if the issue is still reproducible in later versions or not?
-If you could record a chrome://tracing where it goes from "scrolling" to "not_scrolling" that would help us narrow down where the issue is. Please capture the trace on canary or dev since we have added more trace information in recent versions. From "edit categories" in chrome://tracing please make sure that the following categories are selected:
blink, browser, cc, input, compositor, content, event, input, latency, latencyinfo, renderer, renderer_host, renderer.scheduler, ui, WebCore

- It is reproducible in pretty much all readthedocs sites.
- more URLS where the scrolling does not work:
  - https://rpython.readthedocs.io/en/latest/translation.html
  - http://angr.io/api-doc/angr.html
- It seems to work on the canary.
(My current version where it is reproducible is 67.0.3396.99, and the canary is at 70.0.3498.0).
