Pre-condition: Enable "Use Views browser windows instead of Cocoa." flag in chrome://flags

Steps to reproduce:
1. Launch chrome, press 'F12' and Observe.

Actual Result: DevTools window gets open on pressing 'F12'.
Expected Result: DevTools window should not open on pressing 'F12'.

This is a Non-Regression issue seen from M-67 build #67.0.3381.0 (since MacViews browser flag was introduced)
