What steps will reproduce the problem?
(1)Sign into user >>Open play store window
(2)Click on three dot menu of any app >>click install and observe

Actual: Grey header is seen while installation overlay comes
Expected: No such grey header should be seen while installation overlay comes

This is a Regression issue as same is working fine in M-67

Note: Issue is not seen Linux,Windows, Other chrome OS devices
