Tooltip is not seen for 'Group by frame' checkbox under Network section in DevTools

Chrome Version : 69.0.3466.0 (Official Build) 7a22a4a62948746c970b84f31b1f78cd2cb3a1c2-refs/branch-heads/3466@{#1} (32/64 bit)
OS: Mac (10.12.6, 10.13.1, 10.13.5, 10.13.6), Windows (7, 8, 8.1, 10) & Linux (14.04 LTS)

Steps to reproduce:
1. Launch chrome, open DevTools and go to Network Section.
2. Now hover the mouse over 'Group by frame' checkbox and Observe.

Actual Result: Tooltip is not seen for 'Group by frame' checkbox under Network section.
Expected Result: Tooltip should be seen for 'Group by frame' checkbox.

This is Non-Regression issue seen from M-61 build #61.0.3113.0.
