Chrome Version: 69.0.3466.0 (Official Build) 7a22a4a62948746c970b84f31b1f78cd2cb3a1c2-refs/branch-heads/3466@{#1} (64 bit).

OS: Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6).

Pre-Condiiton: 1. Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags and relaunch the browser.
               2. Enter browser Full-Screen from wrench menu.

Steps to reproduce:
1. Launch chrome, navigate to www.youtube.com and play any video.
2. Click on full screen icon on video to enter full screen.
3. Exit browser full-screen from top left corner (Green traffic Signal).
4. Right click on video and select 'Troubleshoot playback issue' to send feedback(Observation 1. Feedback window does not open here)
5. Click on Back arrow icon to navigate back.
6. Try entering some text in feedback window and observe.

Actual Result: Unable to type and send any text in Youtube feedback window.
Expected Result: Should be able to send feedback.

This is a regression issue, broken in 'M-67', seen from build #67.0.3381.0.

Note: Issue is MAC OS specific and is not seen on Windows(7,8,8.1,10) and Linux(14.04 LTS).
