OS: Windows(7,8,8.1,10), Mac(10.12.6 , 10.13.1 , 10.13.6) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://extensions page.
2. Resize the browser from RHS to LHS and zoom-in the Extensions page to 150%.
3. Press 'Tab' key from keyboard till to 'Developer mode' toggle button and observe.

Actual: Weird blank grey area is seen.
Expected: No such blank area should seen.

This is a non-regression issue, seen from M-66 series, build #66.0.3343.0

NOTE: This issue is also reproducible on Stable build #67.0.3396.87 and Beta build #68.0.3440.33
