Unnecessary two focus appears on '-' button of zoom bubble after hitting enter key.

Chrome Version: 69.0.3466.0 (Official Build)Revision 7a22a4a62948746c970b84f31b1f78cd2cb3a1c2-refs/branch-heads/3466@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and open NTP,press ctrl++ such that zoom bubble appears.
(2)Click on bubble > hit tab key till focus reaches -/+ button
(3)Now press 'enter' key to zoom in/out and observe the focus on button.

Actual: Unnecessary two focus appears on '-' button after hitting enter key.

Expected: Two focus should not appear on '-' button after hitting enter key.

This is a Non-regression issue seen from 'M61' series i.e 61.0.3113.0 

Note: 
1.Issue not seen on Mac OS X(10.12.6,10.13.1,10.13.6)
2.Issue is also seen on M67 Stable build #67.0.3396.87, M68 Beta build #68.0.3440.33 and M69 Dev build #69.0.3464.0

Rechecked the above issue on Windows (7, 8, 8.1, 10) and Linux(14.04 LTS) using latest Canary build : 72.0.3610.0 and the issue is not reproducible.If this bug still reproduces for you, please reopen or file a new issue. Thanks!
