OS: Win(7,8,8.1,10),Mac(10.12.6 , 10.13.1 , 10.13.5, 10.13.6) and Linux(14.04 LTS) OS

Precondition: Enable 'Site settings' flags from 'chrome://flags'.

Steps to reproduce:
1. Launch chrome and navigate to 'www.google.com'.
2. Click on 'secure' chip on omnibox and click on 'site setting'.
3. Now zoom out to 33% and observe.

Actual Result: 'Reset Permission' button border disappears after zooming out to 33%.
Expected Result: 'Reset Permission' button border should be seen even after zooming out to 33%.
 
This is a Non-regression issue seen from 'M69' series i.e  69.0.3453.0
