Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36 Steps to reproduce the problem: 1. use "--flag-switches-begin --ignore-gpu-blacklist" 2. open "chrome://gpu/" 3. observe "WebGL2: Unavailable" ERROR:context_group.cc(144)] : ContextResult::kFatalFailure: WebGL2 blacklisted What is the expected behavior? ignore-gpu-blacklist must disable WebGL2 blacklist What went wrong? recent chrome version no longer honors ignore-gpu-blacklist Did this work before? N/A Does this work in other browsers? N/A Chrome version: 67.0.3396.87 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: GL_RENDERER ANGLE (RDPDD Chained DD Direct3D9Ex vs_3_0 ps_3_0)

Submitter: please provide the full contents of about:gpu *both* when the browser is launched with --ignore-gpu-blacklist and without that flag.
