Steps to reproduce the problem:
1. Open chrome
2. Create a lot of users
3. Open the user selection

What is the expected behavior?
A scroll bar should be visible once the entire dropdown is not on the screen

What went wrong?
I can not select certain users that are at the bottom nor I can create new users

Did this work before? No 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10.0
Flash Version: 

I have set my screen to scale the font 200%, perhaps something in this combination that the list is not entirely visible
