Settings TTS page ChromeVox not associating sliders with descriptive text

# Enable ChromeVox with ctrl + alt + z
# Enable Experimental Accessibility flag in chrome://flags
# Navigate to Settings > Manage accessibility features > Text To Speech voice settings
# Navigate through the sliders 
Expected: Reads describing text such as Rate with slider value
Actual: just reads slider value
