Google TTS settings page non-western characters not read by screen reader

Issue description

69.0.3464.0 (Official Build) dev (64-bit)
Samus and Eve

# Enable Experimental Accessibility flag in chrome://flags
# Navigate to Settings > Manage accessibility features > Text To Speech voice settings > Speech Engines > Chrome OS built-in text-to-speech extension
# Press settings button to open Google TTS settings page
# Navigate through using ChromeVox or STS
Expected: Languages written in English like in the OS settings pages so that user still knows the language even if the screen reader doesn't read non-western characters
Actual: many languages appear without indicating which language they are

Status: Started (was: Assigned)
We will be showing a display name below each voice name, so that the screen reader has something to read. This was just submitted in google3. See attached screenshot for how it will look.

Status: Fixed (was: Started)
This is as fixed as is practical in https://chromium-review.googlesource.com/c/chromiumos/platform/assets/+/1114229, where we add english language descriptions of each voice's language. A follow-up is to localize these descriptions.
