Login screen uses flags from primary account

Issue description

Chrome Version: 69.0.3466.0
OS: ChromeOS (Eve)

What steps will reproduce the problem?
(1) When logged in, enable a flag in chrome://flags (e.g. "enable-virtual-keyboard").
(2) Log out.
(3) Flag still persists in log in screen (e.g. clicking on textfield brings up virtual keyboard because flag is still enabled).

Not sure if this is a bug. This behavior gets weird when there are multiple accounts. It seems like the login account shares flags with the primary account, so any flags enabled in other accounts are not used.

Feel free to close as Wont-Fix if this WAI.
