[Autotest: Attenuated Setup] Enable user/test to set wifi signal to desired level during autotest run

Issue description

We want to be able to run autotests with wifi signal at different levels. This is to mimic real work scenarios where differences in attenuation can lead to strong or weak wifi signal.


To achieve this, we will use our new grover setups with mini-circuits attenuators to set the desired signal level when running tests (yet to be designed). This should work with both OTA and conductive setups giving us the ability to tests new devices in early phases in OTA setup to detect issues.
