What steps will reproduce the problem?
1. Open Chrome Beta from the Daydream launcher after installing attached APK
2. Navigate to about:flags
3. Change a flag
4. Click the "Restart" button that comes up

What is the expected result?
Chrome restarts in VRShell mode (the VR optimized view)

What happens instead?
Chrome restarts into 2D-in-VR mode
