When a Swarming bot shuts down, the bot process exits with return code 0.
In this case, Swarming doesn't expect the bot to restart.

OTOH, Swarming has no way to recover a bot that has shutdown on its own.
In Skylab, we any dut assigned to a drone to have a bot running for it.

Compromise: When a bot shuts down, let it stay down for a bit (2 minutes?) before restarting it.
