Use dut_name for skylab bots

Issue description

We're currently using dut_ids but dut_ids are not meaningful for humans.

Second CL depends on first, and will need ~/kill-all-bots to be run on all skylab-drones after it lands.

Bumping priority because:

- lab folks are confused by the ids on go/chromeos-skylab-bots
- the prod instance now has a swarming instance to itself, so we have more legroom about how we name the bots.

Plan is to update swarming_bot_manager to track a bot by both id and name for a while, and start bots by name instead of id.

Then, we'll manually call terminate on the whole fleet: https://cs.chromium.org/chromium/infra/luci/appengine/swarming/handlers_endpoints.py?l=904
to terraform the whole fleet.

All staging bots have terraformed to new naming scheme.

Pending prod push for prod bots to also get renamed.
Status: Fixed (was: Started)
Changes have been pushed to prod.

Terminated all prod bots with old naming scheme. They've reappeared with new bots. 

Will not clean up DEAD bots for a while so that task history on those DUTs isn't lost. Perhaps clean them after 6 weeks?
