Unable to scroll

Issue description

Chrome Version       : 67.0.3396.87
OS Version: OS X 10.13.5
URLs (if applicable) :

What steps will reproduce the problem?
1. Try to scroll
2.

What is the expected result?
Window scrolls and I can see the rest of the page.


What happens instead of that?
Nothing

Tried disabling all extensions.
Tried using developer view without using cache
Tried incognito.

Thanks for the report!

What kind of hardware is this? How are you scrolling (mouse wheel? scroll bar? pressing space bar? clicking the scroll bar?) Does another scrolling method work?

Thanks for investigating.

Attached screen shot of my "About This Mac" window.

Normally use two fingers on the mouse.
Tried space bar - confirmed that it works on other pages, but not on these pages.
Also, selecting text and dragging mouse down while holding right mouse button usually scrolls while highlighting/selecting text, but not on these pages.

Note that I re-enabled my extensions...

I saved https://docs.ansible.com/ansible/2.4/playbooks_loops.html (right-click, save as) and loaded from file (with networking turned off) - file:///Users/bpitman/Desktop/tmp/Loops%20%E2%80%94%20Ansible%20Documentation.html.  I'm unable to scroll.  Maybe reproducible on another laptop??

Using an anchor on the page also won't make it scroll down to correct section:

Tested this issue on MacBook Pro Retina 10.13.3 on the reported version 67.0.3396.87 and the latest Canary 69.0.3466.0 as per comment #6.

1. Launched Chrome and navigated to the given html file.
2. Right clicked and saved the file as a Webpage.
3. Turned off the network and launched the given html file.
4. Able to launch the html page and scroll through the page using track pad without any issues.
Attached is the screen cast for reference.

Request you to check and confirm if anything is missed from our end in triaging the issue.

brent.pitman@ Thanks for the report, I tried to reproduce the issue with steps in comment #0 and comment #6 and wasn't able to reproduce the issue on 67.0.3396.87

Please provide more information:
Doesn't scrolling work at all or does it stop after a working for a while? Does it happen during page load or once the load is completed?
Do you have an external mouse attached to your device?
If you try scrolling by keyboard or grab the scrollbar and scroll, does it resolve the scrolling with touchpad issue?

Please make sure that the Input Latency category is selected.
Nearly all pages work without issue, but problematic ones never work.  Issue has been present for ~6 weeks.

I normally have no external devices, though sometime I have an external monitor (with hdmi sound out) and a microphone.

I've tried every method I can think of the traverse the page.  Don't know how to get the scroll bar (it usually shows up when I start scrolling, but not on these pages).  Note that I can make the window bigger and see more, and I can zoom out to see more, but still can't ever get below the fold.

Tried tracing incognito, but got this error:

I removed the duplication since none of the three URLs in the comment #0 have overflow:hidden for body.

 Issue 855052  specifically mentions readthedocs which is two of the three URLs in this report.

 brent.pitman@ I am sorry that tracing did not work out, could you please retry capturing a trace? It helps us diagnose/narrow down the root cause of the issue.
Please make sure that "Input latency" category is chosen.

Thanks for the trace. The tracing shows that GestureScrollUpdate(GSU) events are ignored, and that's why no scrolling happens. 
In 68 we've added more tracing information to scrolling logic. Could you please try chrome canary or dev? Is the bug reproducible on any of those two? If yes please capture a trace edit the categories and make sure that input, cc, and blink are ticked.

Does the bug happen when chrome is on the external monitor? If yes, what happens if you drag it to the other monitor?
