Fullscreen browser frame gets cut off on CrOS Refresh (non-touch)

Issue description

Refresh renders fine in Windowed windows but the browser frame shrinks in fullscreen past the point where it's able to fit the tab height in.

Attaching screenshots of the two scenarios.

In Touchable Refresh the browser-frame height is tall enough in fullscreen, so this should only end up affecting non-touchscreen CrOS devices. Should still be launch blocking on CrOS.

This is from the CrOS shell running on Linux. What version is this? This CL should have fixed this: https://crrev.com/c/1076368

Sorry, CrOS Dev is ancient (based on a May 25 commit). I think you can either close this as invalid or repro on Canary just to be sure.
Status: Fixed (was: Assigned)
Let's just mark it fixed and if there is an issue, we'll reopen this or create another one.
