Bookmarks: folder focus highlight cutoff at the splitter

Navigate to chrome://bookmarks.
Press tab until the folder is focused.
Note the highlight on the splitter side is cutoff.

This was found while working on  https://crbug.com/854081 .

Status: Fixed (was: Started)
Fixed by https://chromium-review.googlesource.com/c/chromium/src/+/1107521 which had a typo in the bug number ^^"
