[Soraka PVT SKU1] Raiden settings does not show up when Type C cable plugged into right side port |

Issue descriptionChrome Version: 68.0.3440.25 OS: 10718.22.0 What steps will reproduce the problem? (1) Sign in to device (2) Navigate to power options from chrome://settings (3) Plug in one end of the Type C to Type C cable on the right side of the port and another end to another Type C device (tried with Hana & Robo PVT's) (4) Observe the options for Power What is the expected result? Power source options display with 'Battery' and 'USB-C device (with port side)' What happens instead? Power source options does not display on the right side port. Left side port works as expected. Note: Tested on another SORAKA PVT SKU1 and both ports works fine and power source options display. Please use labels and text to provide additional information. Logs and screenshots attached. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

When you're reporting USB issues, please always report exactly what you're connecting rather than just "another Type C device". Is it another Soraka PVT or something else? Please also paste the output of running power_supply_info and print_sysfs_power_supply_data while the other device is attached.

Sounds like it might be a one-off failure. Did you use the same USB-C -> USB-C cable when testing both soraka PVT (failing & passing)? If this is still an issue I'd recommend showing device to Rajat otherwise lets close.
