Cursor size changes when flipping night mode |

Issue descriptionChrome Version : 69.0.3464.0 OS Version: 10798.0.0 What steps will reproduce the problem? 1. Go to settings, enable a11y feature [Show large mouse cursor]. Set the slider to "Default" (left-most position). 2. Enable [Night Light] from system tray. What is the expected result? Cursor size does not change when NL is enabled. What happens instead of that? Cursors increases in size by at least 4x once NL is triggered. Goes back to regular size when NL is turned off. Please provide any additional information below. Attach a screenshot if possible.
