Media Controls: Move buttons into the overflow before they get overlapped by the play button

As part of the new media controls sizing changes, we want the mute and fullscreen buttons to go into the overflow menu sooner to avoid getting overlapped by the overlay play button

Yeah, it's a large part of the work we want to do to make the controls look good even at small sizes. Hasn't been a priority yet (despite the current P1 M-68 label :)), so nothing has been done. Removing P1 pri for now
