WebglConformance_deqp_functional_gles3_sync flaky on Windows D3D11 Passthrough

Actually maybe this was because of Kai's CL "implement CHROMIUM_nonblocking_readback on passthrough cmd decoder"?

https://chromium-review.googlesource.com/1098558
If it is still flaking then it can't be my change - it hasn't relanded yet.

The underlying cause of the failure seems to be that there's a pending OpenGL error when the test calls gl.createProgram(). If more logging would be helpful to diagnose this better, please tell me. It may be a bug in the pass-through command decoder.

Just realized this second reply didn't go through:

(But if it only happened with my changed, it was reverted and I fixed it in my unlanded patch.)

Btw, I'm OOO so can't actually look at this right now.
