Night light fade-in/fade-out janks noticably

Issue description

Chrome Version: 69.0.3464.0 
OS: ChromeOS

What steps will reproduce the problem?
(1) Click to enable/disable "night light"
(2) Move the mouse while the effect fades-in/out.

What is the expected result?

Expect that the fade-in/out is smooth.

What happens instead?

Mouse is noticably janky while the fade effect executes.

If the fade can't be made smooth then it would probably be a better experience to just transition directly to the desired mode.

I've just tried it on my eve @ ToT. I didn't notice any cursor janks. Does this still happen?
Still happens for me on 69.0.3494.0, yes.  The effect is like the frame rate is lower during the animation; the cursor does move, but its movement seems stuttery.

I will take a look again.
I can reproduce this every time on a Pixelbook.
Chrome version 72.0.3611.0 dev channel.

dcastagna@ could you please take a look at this? Nothing changed recently on ash side. Did we change anything on the drm side?
