What steps will reproduce the problem?
(1) Configure ChromeOS with two monitors.  My secondary monitor is to the left of the primary.
(2) Open multiple Chrome windows.
(3) Click on the Chrome icon on the secondary monitor.

What is the expected result?

Expect to get a list of Chrome windows to choose from.

What happens instead?

No list is shown.
