Trackpad firmware update dialog shows on every reboot

Chrome Version: 69.0.3464.0?
OS: Pixelbook

What steps will reproduce the problem?
(1) Let device auto-update to M69.
(2) Wait for it to update trackpad firmware.
(3) Shutdown.
(4) Restart device.

What is the expected result?

Expect that on restart the device boots normally.

What happens instead?

Device re-shows the "updating trackpad firmware" screen, for several seconds.
