Flash activation prompt on default search engine (DSE)

Project Member Reported by lafo...@chromium.org, Jun 20 2018

Issue description

Chrome Version: 67.0.3396.87 (Official Build) (64-bit) (cohort: Stable)
OS: Win10

What steps will reproduce the problem?
(1) Open an incognito tab (to avoid policy settings)
(2) Search for "Download Flash"
(3) Click on the first link that references "https://get.adobe.com/flashplayer/"

What is the expected result?

We don't prompt to activate Flash Player for the DSE

What happens instead?

An activation prompt appears.

Note: This potentially explains why we see such a large (and unexpected) activation rate for Google.com.
