Fails to open webpage in the background

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3464.2 Safari/537.36 Steps to reproduce the problem: 1. You could test with Evergreen (https://ranchero.com/evergreen/); 2. Go to Preferences and check "open in background in browser"; 3. Select one item from the default feeds and click the Safari icon at the top. What is the expected behavior? Other browsers opens the link in the background. No space-switching or focus-hijacking should happen. What went wrong? Chrome gets the focus and comes into foreground. Did this work before? Yes 69.0.3451.0 Chrome version: 69.0.3464.2 Channel: dev OS Version: OS X 10.13.5 Flash Version: This is almost exactly the same issue as Issue 798739 , which I reported back in January.

OTOH, that change is breaking a bunch of tests (though I suspect this is more about the tests than anything), so feel free to load balance it away.

Three months later, this issue shows up again in Chromium 71.0.3560.0 without any flag. Dev channel Chrome 71.0.3554.0 is affected too. Seems to be another regression.
