Regression: Minimize, Restore Down and Close button of browser become unresponsive on Tap Touch

Issue description

Chrome Version: 69.0.3466.0 (Official Build) 7a22a4a62948746c970b84f31b1f78cd2cb3a1c2-refs/branch-heads/3466@{#1} (32/64 bit)
OS: Windows 10 (Touch device)

What steps will reproduce the problem?
(1) Launch chrome, open Task Manager and end all GPU processes till it is present.
(2) Now try to Minimize/Maximize/Close the browser using Tap Touch and Observe.

Actual Result: Minimize, Maximize and Close button of browser become unresponsive on Tap Touch. 
Expected Result: Minimize, Maximize and Close button of browser should respond on Tap Touch.

This is a regression issue, broken in 'M-68' series and providing the bisect info below:
Good Build: 68.0.3436.0 (Revision: 560158)
Bad Build:  68.0.3437.0 (Revision: 560453)

Unable to provide per revision bisect, hence providing narrow bisect.

@bsep: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1) Issue is Windows 10 Touch specific and it is not seen on Click event.
2) Issue is not seen on Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.5, 10.13.6) OS.
3) Issue is also seen on M-69 Dev (build #69.0.3464.0).
4) This issue cannot be reproduced on M-68 Beta (build #68.0.3440.33) as Minimize/Maximize/Close buttons are already unresponsive on fresh launch.

I have no idea why killing the GPU process would affect touching the caption buttons... anyway it doesn't reproduce on my Surfacebook. Are you testing on an Dell Inspiron 15R? If so, then this is a duplicate of bug 845832.

@bsep: Yes, I have tested this issue on Dell Inspiron 15R and the issue is reproducible.

I think this issue should not be a duplicate of bug 845832, as bug 845832 is reproduced on fresh chrome launch.

And this  issue 854592  is reproduced only after killing all GPU processes.
