Non-Regression : 'Do not disturb' tool tip is seen on hovering mouse pointer on 'Do not disturb Off' Text

Chrome Version: 69.0.3464.0/10799.0.0 dev-channel Minnie,Paine and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->click on Uber Tray ->Now hover mouse pointer on 'Do not disturb' icon -> observe 'Do not disturb' tool tip
(2)Now slowly move mouse cursor on 'Do not disturb Off' Text and observe 'Do not disturb' tool tip instead of 'Do not disturb Off'
(Please refer Video and Screenshot)

Expected: 'Do not disturb Off' Tool tip should be seen on hovering mouse pointer on 'Do not disturb Off' Text 
Actual: Instead 'Do not disturb' tool tip is seen

This is Non-Regression Issue as 'Do not disturb' icon and Text in New Uber Tray UI is seen from 69.0.3463.0

Change feature pod button width.

According to UX spec, the width of a feature pod button is 84 dip,
instead of 80 dip.

The spec says the width is 80dip but the label hover has horizontal
insets of -2dip.
