Issue descriptionChrome Version: 68.0.3440.33 OS: Windows 10(version 1803) Pre-condition: Enable EmojiContextMenu from chrome://flags What steps will reproduce the problem? (1)Launch chrome>> Open any 2 tabs say, chrome://version and NTP (2)Right click on the omnibox to get context menu and click on Emoji option (3)Now navigate to chrome://version and again to NTP >> Observe the behavior(Refer video) Actual: When there is no text field selected in chrome://version, Emoji palette is seen and when navigating back to NTP, Emoji palette is automatically getting closed. Expected: Either When there is no text field selected in other tab, Emoji palette should get closed or when navigating to other tab the emoji palette should get closed irrespective of the text field selection. Or else like in Mac OS, Emoji pallete should be seen in every tab. @mathp: Please confirm the behavior

This still occurs on Chrome 69.0.3497.0 (Canary) and Windows 10, version 1803, OS build 17134.167.
