OS: Windows (7, 8, 8.1, 10), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://version page.
2. Select any text from the page and drag it in omnibox (do not drop the text)
3. Observe the selected URL text in omnibox.

Actual Result : Unable to see the URL text properly due to blue selection highlight while dragging another text in omnibox.  

Expected Result : Selected URL text in omnibox should be clearly visible while it is being replaced with another text. 

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)

This is a regression issue, broken in M-69 series and providing the bisect using old script:
Good Build : 69.0.3456.0 (Revision : 566382)
Bad Build : 69.0.3457.0 (Revision : 566678)
