Regression: [Settings] Unable to open main menu overlay as it becomes un-responsive after increasing font size.

Issue description

Chrome Version : 68.0.3440.33 Revision : d62017a8f8d8d64411d2c510a5355c88b0cf9671-refs/branch-heads/3440@{#460}(32/64 bit)
OS: Win (7,8,8.1,10,), Mac OS X(10.12.6,10.13.1,10.13.6), Linux(14.04 LTS).

Steps to reproduce:
1. Launch Chrome and navigate to chrome://settings/fonts
2. Increase the font size to Huge (last size).
3. Click on Main menu icon and observe.

Actual: Unable to open main menu overlay as it becomes un-responsive after increasing font size.
Expected: Main menu icon should not become un-responsive.

This is regression issue broken in ‘M-67’ and below is the  bisect info:
Good Build: 67.0.3368.0 (Revision:542341)
Bad Build: 67.0.3369.0(Revision:542817)

Note: 
1.Uanble to narrow down range using bisect per revision hence providing suspect from Narrow Bisect.
2.Issue is also seen on M67 Stable build #67.0.3396.87, M69 Dev build #69.0.3464.0 and M69 Canary build #69.0.3466.0

Update :
Rechecked the above issue on Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5, 10.13.6) and Linux(14.04) OS with latest Canary Chrome version #69.0.3472.0 and the issue is fixed.
