Thai modern fonts are illegible and should not be used as default

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.55.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36
Platform: 10575.55.0 (Official Build) stable-channel wolf

Steps to reproduce the problem:
1. Visit any website that contains Thai language
2. Example: https://translate.google.com/#en/th/hello%20how%20are%20you%20today%3F

What is the expected behavior?
The way Thai fonts where displayed on ChromeOS 64 and below.

What went wrong?
Thai fonts should be displayed in a classical legible format, this was the case in Chrome OS 64 and below, after Chrome OS 65 Thai fonts are displayed in a modernized illegible format, which is mostly used for newspaper headlines. This type of font should not be used in general, there are no issues in using chrome on Windows/Mac/Linux etc, just on chrome OS chromebook.

As a fellow Thai, I would like to express my agreement with the original reporter's view that the new Noto Sans Thai font reduces readability by a lot and would like the original font to be restored.

Circle-less fonts should only be used for decorative purposes (e.g. headlines) and should not be a standard san-serif font.

This is about the default fonts used in ChromeOS, not blink font rendering. Reassigning.
