Focus does not travel properly on pressing tab key in 'chrome://settings/siteData' page

Chrome Version: 68.0.3440.33 (Official Build)  d62017a8f8d8d64411d2c510a5355c88b0cf9671-refs/branch-heads/3440@{#460} (32/64 bit)

OS:  Win(7,8,8.1,10), Mac(10.12.6 , 10.13.1 , 10.13.5, 10.13.6)  and Linux(14.04 LTS) OS

Steps to reproduce:
1. Launch chrome and navigate to 'chrome://settings/siteData' .
2. Press tab key until focus reaches to 'remove cookie' icon.
3. Now press enter key and again press tab key.
4. Observe.

Actual Result: Focus does not travel to next option after deletion cookie.
Expected Result:  Focus should travel to next option after deleting cookie.
 
This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
