On ASUS C302 and Acer R11 attempting to open the App Drawer crashes the UI

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.190 Safari/537.36
Platform: 10575.55.0 (Official Build) stable-channel cave

Steps to reproduce the problem:
1. Press circle icon on shelf to bring up App Drawer
2. or swipe up on shelf to bring up App Drawer
3. or press the search key on the keyboard to bring up App Drawer

What is the expected behavior?
The app drawer should open

What went wrong?
Any attempt to open the App Drawer causes the entire Chrome OS UI to crash, including the ARC engine

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 10575.55.0

This was tested on 2 separate ASUS C302 Chromebooks as well as an Acer R13 Chromebook. I also saw this reported when v67 was in beta, but apparently it was not addressed before being pushed out to stable.

This is being posted from a Chromebook running v64, so the UserAgent information in this report is not for the version that has the problem, as I had to restore the chromebook back to an earlier version due to this issue. This bug report is what is happening for v67 as listed in the report.

This bug is marked as a 68 stable release blocker, and we are coming up on stable in a couple weeks, so we need to get it fixed or reclassify it.
I'm still seeing user feedback reports about this issue on M67 Stable, but am not seeing any such reports about "launcher" or "search button" on M68 Dev/Beta.

If this was in 67 or earlier, we cannot block the 68 stable on it.

We can still take a merge if we can find a fix though, whom would be a good owner for this?

There is no crashes in M68 (only few in 68.0.3397.0 long time ago Apr 20). I assume we fixed this in one of many CLs for app list stabilization.

After the play store got re-enable and I was able to install my apps, this started happening on 68 (stable) on an Acer R11
