Deprecate/remove RTCDataChannelInit.maxRetransmitTime

Issue description

"maxRetransmitTime" is just the pre-standardized name for "maxPacketLifeTime"; this CL added support for maxPacketLifeTime and added a deprecation notice for maxPacketLifeTime, targeting M70: https://chromium-review.googlesource.com/c/chromium/src/+/1101473

So, creating this bug to remind ourselves to actually remove it.

Within Firefox we are looking to remove support for this as well, do you have an current estimate as to when this will land in Chromium?

We don't have an estimate, but there may be some RTCDataChannel work happening pretty soon? We'd have to examine usage.
