Aw, Snap! keeps happening at random

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10798.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3464.0 Safari/537.36

Steps to reproduce the problem:
1. Browse the web
2. Any page can pop up with "Aw, Snap!" or "Can't open this page" errors (even with New Tab pages)

What is the expected behavior?
Be able to browse the web freely. No errors. 

What went wrong?
Crashing through the browser.

Is it a problem with a plugin? N/A 

Did this work before? Yes Not sure, maybe three Versions ago on Canary

Same error on Dell Chromebook 13 7310 (lulu) after updating to 69.xx on dev channel. Last version 68.xx was working fine. Dmesg is full of kernel traps like these whenever a crash happens. Instruction pointer (IP) is always the same.

Same for me at Pixelbook dev channel.

We're getting a spike in reports from users on 69.0.3464.0 dev about crashes and Aw Snap errors.

At least one users reports that these crashes occur even while in Guest mode. Most of the reports are from Pixelbook.

Most may be from the PB, but I'm using a Dell Chromebook 11 (Dell's first), so just clarifying it can't be just the PB. 
I have CHROMEBOOK PIXEL 2, and I am getting it on almost all pages.

We think this is the crash in 854639
Looks like we're tracking this in another bug. 

Clarification -- Half of the reports were from Pixelbook, but this issue certainly affects a variety of Chrome OS devices per user reports.
