Steps to repro:
# With NVDA running, launch Chrome
# Ensure that there are bookmarks on the bookmarks bar
# Visit chrome://bookmarks
# Tab to the bookmark folder list
# Notice that NVDA makes a sound indicating that focus mode has activated
# Use arrows to navigate
# Notice that you cannot navigate beyond the bounds of the bookmarks list and left/right arrow work correctly to expand and collapse sub trees
# Press tab to the bookmarks list
# Notice that NVDA makes a sound indicating that it has exited focus mode
# Use arrows to navigate
# Notice that you can read items beyond the bounds of the bookmark box and each bookmark appears to have a separate menu button, but in reality only one is on screen
# Repeat above steps with JAWS
# Notice that JAWS never enters forms mode and arrows do not properly navigate the folder or bookmarks list
Expected: Forms or focus mode should automatically activate for both lists
Actual: NVDA works correctly for the folder list, but not the bookmark list.
JAWS does not enter forms mode at all.
