Issue descriptionChrome Version: 69.0.3464.0 Chrome OS Version: 10798.0.0 Chrome OS Platform: Grunt Network info: Wifi Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Login device (2) Start playing any video(youtube/local video) (3) Observe playback Expected Result: - Smooth video playback Actual Result: - No video playback. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) -Always Feedback provided in next comment. Note: Issue also observed with S/W decoding.

Can you test to see if this only reproduces after resume from suspend (S3)?
