New Media Controls: when you hover cursor over buttons, there is no change

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.25 Safari/537.36 Steps to reproduce the problem: enable the New Media Controls flag and hover your cursor over any of the buttons (Fullscreen, menu etc.) and notice there is no change at all. This feels very strange, there should be some kind of hover effect for the New Media Controls What is the expected behavior? What went wrong? the buttons in Edge's and Firefox's media controls do change when you hover the cursor over them, as you would expect Did this work before? Thanks for filing the issue! Able to reproduce the issue on reported chrome version 68.0.3440.25 and on the latest canary 69.0.3465.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1 As the issue is seen from M64(since flag #enable-modern-media-controls is introduced) hence considering it as Non-Regression and marking it as Untriaged. Note: Tentatively adding component "Blink>Media>Controls" please change if this isn't apt. Thanks!
