Sensitivity of ChromeVox on the edges |

Issue descriptionOS: Chrome 68.0.3440.25 When using ChromeVox and touch, I'm noticing that if you swipe linearly close the the edge of the screen, and you hit the boundary, you hear the boundary earcon and then that linear swipe is not counted. I notice this most when trying to navigate the status tray menu, if I'm swiping somewhat close to the edge. I think I'm swiping forward, but it doesn't actually move focus forward since it's hitting the boundary. Could we make the boundary zone smaller or less sensitive so that even if the earcon does play for the boundary, the swipe will still happen?
