Issue descriptionChrome: 69.0.3452.0 (Official Build) dev (64-bit) NVDA: 2018.2.1 Steps to repro: # With NVDA running, launch Chrome # Ensure that there are bookmarks on the bookmarks bar # Visit chrome://bookmarks # Tab to the bookmark folder list # Notice that NVDA says: Collapse Bookmarks bar Bookmarks bar not selected expanded 1 of 1 level 1 # Press left arrow to collapse the folder # NVDA says: Expand Bookmarks bar Bookmarks bar collapsed Expected: NVDA would say: Bookmarks bar expanded Or Bookmarks bar collapsed Actual: Bookmarks bar is announced twice and there is an unnecessary instruction to 'expand' when collapsed and 'collapse' when expanded which makes it difficult to understand the actual state of the folder.

The expand/collapse button next to the treeitem has an aria-label of (for example) "Collapse Bookmarks bar" or "Expand Bookmarks bar". Since focus never lands on the button, it might be better to make it aria-hidden instead.

I haven't been able to get ChromeVox to read the bookmarks folder list. When I use tab or arrow keys to navigate through it I don't get a read out. ChromeVox version 53.0.2784.5 Chrome Version 68.0.3440.106 (Official Build) (64-bit)
