Translations "start or check progress" leads to a page that says "This service is no longer available."

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. View “Your listings” on the Chrome developer dashboard
2. Click on "More info" after: "Target users in other languages."
3. Click on “Start or check progress”
3. It takes you to a page that says, "This service is no longer available."

What is the expected behavior?
It should take me to a page where I can maybe find translators to translate my messages files? IDK, honestly, it’s all quite confusing.

What went wrong?
It went to a mostly blank page saying it’s not available.

Chrome version: 67.0.3396.87  Channel: stable
OS Version: OS X 10.13.2
Flash Version: 

Are there common services people use to localize their extensions?

Thanks for filing the issue!

Tried checking the issue on reported chrome version 67.0.3396.87 using Mac 10.13.1 with the below mentioned steps.
1. Launched chrome
2. Navigated to https://chrome.google.com/webstore/developer/dashboard
3. Clicked on Test the new "developer dashboard'
4. Later Clicked on "New Article" created few articles
We didn't observe “Your listings” in Dashboard, in order to proceed further.

@Reporter: As we are not very sure about the process followed(...mentioned above) is correct, Could you please let us know if we missed anything. Any further inputs from your end may help us.
Sorry, you’ll see “Your listings” on the Chrome Developer Dashboard if you have a Chrome extension either in draft mode or published on the webstore.

The “Your listings” lists your Chrome extensions.

Underneath any of those Chrome extensions there is a link as I described in step 2. Then the link as described in step 3 will take you to a URL like: https://translate.google.com/manager/chrome/inapp/?lang=en-US&type=CHROME_WEBSTORE&ext_app_id=jknpgggbbbllifjmigfhakmhlhjcjmjd

Able to reproduce the issue on Mac 10.13.6, Win-10 and Ubuntu 17.10 using chrome latest stable #70.0.3538.102 and latest canary #72.0.3611.0.
This is a non-regression issue as it is observed from M60 old builds. Observed that on clicking on “Start or check progress”, it takes to a page that display 404 error.
Hence, marking it as untriaged to get more inputs from dev team.
